THE 12TH SUMMIT OF THE COUNCIL OF HEADS OF STATE OF THE ORGANIZATION OF TURKIC STATES (OTS) HELD IN GABALA, AZERBAIJAN
On October 7, 2025, the 12th Summit of the Council of Heads of State of the Organization of Turkic States (OTS) under the theme “Regional Peace and Security” was held in the city of Gabala, Azerbaijan.
The Summit, held under the chairmanship of the President of the Republic of Azerbaijan His Excellency Mr. Ilham Aliyev, was attended by the President of the Republic of Kazakhstan His Excellency Mr. Kassym-Jomart Tokayev; President of the Kyrgyz Republic His Excellency Mr. Sadyr Japarov; President of the Republic of Türkiye His Excellency Mr. Recep Tayyip Erdoğan; President of the Republic of Uzbekistan His Excellency Mr. Shavkat Mirziyoyev, the Chairman of the Halk Maslahaty of Turkmenistan, His Excellency Mr. Gurbanguly Berdimuhamedov, and the Prime Minister of Hungary, Mr. Viktor Orbán.
Heads of the Turkic Cooperation Organizations: President of the Turkic Culture and Heritage Foundation Mrs. Aktoty Raimkulova; Secretary General of the Organization of Turkic States Mr. Kubanychbek Omuraliev; Secretary General of TURKSOY Mr. Sultan Raev; Secretary General of TURKPA Mr. Mehmet Süreyya Er; Chairman of the OTS Council of Elders Mr. Binali Yıldırım; President of the Turkic Academy Mr. Shahin Mustafayev; President of the Turkic Investment Fund Mr. Baghdad Amreyev; President of the Union of Turkic Chambers of Commerce and Industry, Mr. Mammad Musayev, as well as representatives of governments also attended the meeting.
At the conclusion, the Declaration of the 12th Summit of the Organization of Turkic States, aimed at strengthening the unity of the Turkic world, promoting cultural cooperation, and shaping a strategic vision for a common future, was signed by the Heads of the Turkic States.
As a result of the 12th Summit of the Organization of Turkic States, a historic decision was made — Turkmenistan joined the Turkic Culture and Heritage Foundation as an observer state.
The Summit served as a platform for exchanging views on issues of mutual cooperation and for further deepening partnership ties among the countries of the Turkic world.
